Many of the scientists, engineers and managers at DARPA, working with individual soldier issues, have never left the sheltered suburbs their entire time on planet Earth. They keep busy for personal career advancement.
A current DARPA "gadget" in the works is the "space suit", a soldier's field uniform that protects against enemy scrapnel and bullets. It has sensors built into the uniform to relay the wearer's vital signs back to the medical corps unit for monitoring.
Meanwhile, the Army's socks went from 99+% wool to 50% wool/50% cotton. Look how much nylon is in a field uniform: about 50%. Aforesaid is for cost savings. In case of a fire: geometric problems for the soldier and not the DARPA engineers.
The real efforts "to make individual soldiers more effective" can be found at the newly created Defense Department's Special Operations Command. The day care centers and JAG officers are being phased out with commandos returning to the ranks.
It takes time measured in decades to rehabilitate a military establishment.
