Objectively, there isn'y difference between being declared "a pharaoh" and "queen regnant" /the last is a Western term for a position of being a  female pharaoh:
"...The term pharaoh was the title of an ancient Egyptian king who was considered to be a living god and worshipped as a deity. Nitocris is believed to be the first female Pharaoh of Egypt. The pharaoh was an absolute ruler of Egypt, both the political and religious leader. ..."

All Egyptian "queens" were Pharaohs

There are three women in Egyptian history who are clearly identified as pharaoh, Nitocris, Hatshepsut, Cleopatra. Nitocris is the first. Her name appears in a cartouche, which is reserved for pharaohs. ..."
