I would have to say that in terms of Wealth it would have to be Japan

but then again russia and china both have an active "MANNED" space programs which is the true measure of technological achievement in the modern world.

As far as France and Germany i'm not so sure about.

Maybe one day they will have a manned space program.

Technicly, they already do, they just prefer to borrow Russian rockets to get them there, because its cheaper.
