The new-found inscription of Xerxes can be considered the second charter of human rights, after the famous cylinder of Cyrus the Great. This stone tablet with cuneiform inscription was unveiled some months ago in Tabriz: http://english.irib.ir/radioculture/top-stories/item/172053-achaemenid-inscription-unveiled-in-tabriz



The Old Persian text of this inscription contains 17 lines, the first part of it is similar to other Old Persian texts, but the second part has a new social concept, it insists on the happiness of different peoples in the vast Persian empire during the reign of Xerxes, Xerxes also says that his father, Darius the Great, by the favor of Ahuramazda, caused many peoples to feel happiness.
