Turks and Mongols have used different titles in the past among them to quote Khaqan is the highest meaning Empror, king etc. Although Khaqan has been mentioned in Islamic history books but officially this was replaced with Arabic or Persian  titles such as Sultan, Amir, Shah, padsha etc. There were other such titles eg Khan seems to be short form for Khaqan, Yabgho etc. Other titles....

Qaghan = khan of khans

Turks sometimes use Hakan instea of Qagan.


I think you're refering to the Central asian people who converted to islam

The Emperors allways kept Khan as a part of there title next to Shah, Emir or Sultan

What is minister in ancient Turkic or Mongol? I read somewhere Tonyo Kok is minister or prime minister for Qagan.

As far as I know, Tonyukuk was the name of a person, not a title.
