Putin is great... u can't have a dreamy eyed anti-corruption nut running the place, with dreams of salads and sun for all.
He's got balls to take on the bad guys.

With a slim lead, Peter the Great beats Stalin. Stalin mainly lost because he had a fetish for killing people - lots of them. He, like Peter, put Russia back on the figurative "map", and made Russia into a world power (again). Of course, when you weigh Stalin's wins versus his losses, it's almost a 1-1 ratio, depending on how you view his slaughtering of people habbits.

Dear Sarmata, my 'ziomal' from Poland,
Czar Paul the first let Kosciuszko go out out from the Petersbusrg prison, if he forgot about Polish's liberty. But he wasn't a good ruler. One of this czars, who were killed by their own family members.
I vote for Iwan III Kalita(?), a man who united Russian countries( under Moscow hegemony) during his whole life. However, he was'nt czar, but he was a very good Moscovian ruler.
