When has there been the most few countries in Europe? I think it is 1871, just after the German and Italian Unifications.

 

And when the lessest in the world? Maybe in 700 AD? I am not sure in this but I think that this might closely be the one.

The less countries? You mean the less sovereign states, don't you? Country is a loose name that means ethnically cohesive region or something of the like, not necessarily a state.

I thinnk that the moment when less sovereign states have been in the world would be around 1912: after the partition of Africa and before the Balcanic and European Wars.
