That's the message of caricature as I understood it.What about improved seismic inspection or model of house?! Ask
Japanese for it.They have had a lot of experiences about it.Sorry about your loses!

Italy is historically geologically active. You would think they would have done all of that.

Now I can't find the original. They should also look at California's laws for structures.

We had a 4.5 here 3 years ago. Our house moved significantly, but no damage. Frame houses such as I live in move, but don't break as easily as masonry structures.
How it would handle a quake of 6 or higher, don't know.
