Queen Victoria of Great Britain's husband, Prince Albert became a British subject. He was never made a peer.     
Could Prince Albert have been made a peer?

Should he vs. could he depended on varying factors primarily political; based on anti german nationalism. And british views-feelings and self projections of national superiority associated with Imperialism.

Certainly by 1857..the answer would have been yes.
