In 1660 King Frederick III established a hereditary monarchy in Denmark with the Lex Regia.    
If Frederick III had not done this, would hereditary monarchy still have been established in Denmark?

Probably. It was still considered fashionable and or appropriate as circumstances dictated.

Eg. As late as 1818; thru varying machinations... the establishment of the 'House of Bernadotte' viz the 'House of Holstein-Gottorp'...in Sweden.
