El means hand  and stranger.

But i think you are not talking about el, because you said elteris but its İlteriş actually. So i think you are asking for il wich means city/land/place.

In Uyghur Turkish, El still means "Land", and is commonly used.

Elteris means "collecting the land, uniting the land".
Eltutmish menas "holder of the land".
Eltebir means "unite the land as one"

In Uyghur Turkish, for hand we use "Qol".
stranger is "chet ellik", foreign country is " chet el".  or "Yat ellkik, yat el".

In Turkmen, every word has got a single meaning.

'Qol' is the joint between the shoulders (kerysh) and arm (bylek).

'El' in Turkmen means 'hand'.

'Il' is 'tribe' and when used with 't' (ilat), it means 'families, tribes'

'Iltyrysh' means 'the base of the tribe'(tyrysh=foundation, base). 'Ilteber' is the 'pride of the tribe' (teber=honor, pride)
