In The Letter to the Hebrews, Chapter 1 Verse 7 states:       
Of the angels he says:     
He makes his angels winds and his ministers a fiery flame.      

Please explain.

You must take into context the verses... prior to and after first... for it to make sense.

In its broadest context HE is talking about the creation of Christ. Christ's superiority and authority over all in heaven and on the earth.

This is exemplified by the admission-acknowledgement that angels were powerful servants of their creator and now subordinate to Christ in the celestial hierarchy.
