I don't know whether the portrait depicts sultan salim or not but he is certainly not Emperor Akbar. His clothing style, Jwellery, Turban all are very different from what the Mughals used to wear.
The painter of it is unknow such as how did it come to Topkapı place. It was finished in early 1800's before the Yavuz, but our historians believe that he is Shah Ismail.

I think the portrait belongs Suleiman, because of confusion, people think that is Yavuz. However it is still imaginary painting for me.
