I'm a medical practitioner of thirty years experience who spent eight solid years of my life treating AIDS patients and four years practicing Infectious Disease, and I am fully aware of the MMWR statistics on HIV/AIDS in the nation of Thailand. Those are the stats compiled through WHO and the CDC, among others, not "estimated" which is what you have posted. Many years ago the level of disease reached 50% in Thailand's military recruits, far higher in their population of prostitutes.
You might be interested to know that under the old Soviet Union there was "zero" HIV/AIDS, as the Soviet Union did not acknowledge a disease associated with IV drug abuse and homosexuality; therefore, by official government policy, "zero" cases were reported each year. "Estimated" cases are equally fictitious.
Since Thailand makes a great deal of their foreign money from the international sex tourism trade, particularly from pedophiles, their "estimated" caseload is not only worthless, it's deliberately misleading.
Here, for example, is the information posted by the CIA on Thailand's HIV statistics, as of 2005:
Thailand’s early cases of HIV/AIDS occurred primarily among men who have
sex with men (MSM). The virus then spread rapidly to injecting drug
users (IDUs), followed by prostitutes. Between 2003 and 2005, there were
increases in HIV prevalence from 17 to 28 percent among MSM in Bangkok.
In addition, prevalence among IDUs still ranges from 30 to 50 percent.
In 2005, more than 40 percent of new infections were among women, the
majority of whom were infected through intercourse with long-term
lovers. Money and a low level of condom use due to women’s activity in
the illegal sex trade are factors responsible for the spread of HIV
among this group. Although the prevalence of HIV/AIDS in Thailand has
declined, the epidemic has moved to the general population and there is a
greater need to match prevention efforts with recent changes in the
epidemic.

Between 1988 and 1989, the HIV prevalence
among injecting drug users rose dramatically from almost zero to 40%.
The prevalence among sex workers also increased, with studies in Chang
Mai suggesting that 44% of sex workers were infected with
HIV.8 The rising level of infection among sex workers led to
subsequent waves of the epidemic among the male clients of sex workers,
their wives and partners, and their
children.9
The prevailing view was still that HIV and AIDS had come from abroad
and were mostly confined to a few individuals in high-risk groups. It
was still not generally recognised that the epidemic would spread more
widely. One government official insisted that the situation was under
control, and stated that:
“The general public need not be alarmed. Thai-to-Thai
transmission is not in evidence.”10
Does that sound like an accurate "estimate" to you?
