	my roommate got cheated by some romanian three years ago when trying to buy a cell phone on ebay. he filed a claim with the romanian embassy in hong kong. and last week, he got a letter from them but it's all in romanian or a language used in romania. it took them three years to reply. does anyone know what it means?
