mr. Stossel is, as it has been pointed out, a conservative and , I suspect , a member of the "christian right".  There is a strong push being made by the christian right and the conservative republican party ,  ie prez. shrub's administration, to force the voucher system on the american educational system.  It is doing every thing it can to discredit the public school system as it now exists.  the voucher idea is not new, this was first put forward in the late 80s[not surprisingly under papa shrub's admin.]However, it was not well recieved  and more or less languished under the Clinton admin.  What is really going on here is a move away from "the government school" concept, seperation of church and state etc. to an environment which will allow government funding of faith based private schools, vouchers.

It is the view of some educators, of which I am one, that the no child act was designed to place a strain on an already stressed system and bring attention again to this voucher concept.  A government mandate with no financial support.  Congress promised additional funding for education under the act, but since being enacted [by a republican congress] funding has decreased, not increased.

Most of you have commented on the outrage of intelligent design being taught as a science, if the religous right has their way you haven't seen anything yet. btw, I am a teacher in new jersey, and a product of the new jersey public school system.  I haven't done too badly with the education that was given me thru that system.

I have made several apologies for making sweeping generalizations about the American pre-university education system and I will do it one more time after reading your sincere comment and "insider"'s view on this issue. Anyone who argues for the "voucher" idea and for the "no child" act should listen to someone who's actually involved in the system. The unfair and erroneous claim that American students are performing poorly simply because there are too many unionized "bad teachers" out there is just a pretext utilized by some politically-motivated individuals who want to change the education system to suit their ideological, and most probably, religious agendas. Most of the time, the hands of the teachers are tied.
