I am reading a book about the history of Isfahan, it says "It may seem strange that the leader of a desert-dwelling dynasy from the Central Asia newly stepped onto Iran Plateau takse the realm forcefully from the hands of local dynasties, tried to extend the Persian civilization through the world, and became highly respected among the people with even different language.", therefore I think the best foreign rulers were:

1. Tughril Beg (Founder of Seljuk Empire)
2. Oljeitu (Ilkhanid Mongol)
3. Shahrokh (son of Tamerlane)

? Alexander destroying? He did devestate Thebes and Tyre but I did not hear of him destroying Persian cities. He rather encouraged the intergration of two cultures, Persian and Greek. He himself took a Persian wife, and dressed Persian in order to compromise with his new subjects.

I don't know who the best were but the worst foreign rulers of Iran were the Arabs and Mongols.

Well I don't know about that. But I don't Alexander or Iskander the Drunkard as he is known in Iran, is popular or well liked. They found a statue of him many years ago, and what did the Persians and Kurds/Medes do? They smashed his head to pieces.

Alexander destroyed Persian/Iranian/Iranic rule form their empire. He slaughtered many people throughout the empire for "military and political cleansings" and dealt with rebels without mercy.
