It was still the symbolic capital of the empire though, Constantinople by this point wasnt falling apart but Rome was still the ancient heart of the empire, I think its importance is demonstrated by Justinians reconquets and opinion on the west, how can he be a roman emperor and the head of the roman empire without the city of rome?
