This took some thought. I hope this makes sense;
Divide the 18 coins into three piles of 6 coins. One of those piles will contain the fake coin, and so weigh less than the other two.
Weigh only two of the piles at random. If one pile is lighter than the other, you know which pile has the fake coin in. If both piles weigh the same, then the pile you didn't weigh has the fake coin in it.
You now have 6 coins to choose from. Divide the 6 coins into three piles of 2 coins, and repeat the process as above.
You now have 2 coins, which you can weigh against each other, and so find the fake.
