Which one was the greater power in the 8th century? Both fought many wars with the Arabs and both had its successes. But it seems the turgis had more success. Afterall, the arabs never sacked their capital or subjugated them.
arabs sacked the Khazar capitol, but could not subjugate the Khazars practically. Khazars continued to be nonmuslim. Anyway, the Khazars became a real power after that defeat.

The Khazars once lost their capital to the Arabs, the Trgish never lost it to them, yet the Eastern Gk Trks overran their lands at least two times. Besides, the Trgish Qaghanate was no more after 766.
