Well, as I recall, Khusrau was the legitimate claimant, and explained to Maurice that it would set a bad precedent if the throne of a legitimate Persian
Shahanshah was usurped. Maurice did it both to place a fairly powerful client on the throne and to guarantee the accession of his son. The ironic--and truly sad--thing is, Maurice and his sons were butchered by the worthless tyrant Phokas, which provided Khusrau with an excuse to invade the Roman Empire (ostensibly to get revenge on the murder of his benefactor and place his false claimant on the throne).
Like I said, I'm not very qualified to go in depth, but I hope I have provided something of worth.
