I'd have to say the Inca of South America assimilated other tribes and cultures quickly into their ever-expanding empire.  The Empire would basically go into a region and observe that the population in that specific region were good basket makers, so they coerced the newly absorbed population to produce baskets on a grand scale.  They'd go to another region where the population were great agriculturalists, so they were ordered to become the bread basket of the empire, and so on.  The Inca specialised each region newly under their control to not only increase productivity within the empire, but also to economically tie the newly conquered populations to the rest of the empire.  The people making only baskets were paid with grain/other foodstuffs, while the farmers were paid in some other form....A lot better I'd say than any other empire known to me...

Most of the groups that conquered/occupied China because most of them eventually assimilated and sinicized anyways.

Chinggis khan was pretty nice towards the tribes he had conquered.  He raised boys from the conquered tribes as his brothers and took many generals of different tribes to work for him.  He then rewarded these foreign generals more generously than his immediate family.

The Xianbei, perhaps too much considered they outlawed and ridiculed their own ancestors's traditions. Or maybe the Xiongnu if we believe the Ganmu's version of Ran(Shi) min, who planned to exterminated all of the Xiongnu despite that was where his people were originally from. In fact prior to the concept of nationality, most conquerors turns out quite well with the common people as long as the soverign is enlightened, thus anybody can be on the list.

 

However if we are simply saying the PROCESS of conquest, I would say Liu Yuan's Han was the most benevolent, in his kingdom, the Han and Xiongnu are to have equal treating completely, despite been a xiongnu, he established the dynasty of the Liu Han and went to ceremonial ritual honoring the Han from the founder Liu Bang to the last emperor of the Shu Han; Liu Chang(Perhaps he does not know the incompetence of this playboy), he ordered no slaughter of any civilizan when cities are taken, when his general Shi Le simply forced a bunch of Jin SOLDIERS(not even civilizans) into the yellow river and drowned them, Liu Yuan was furious and degraded his position, although proving hard to do. Now I must say few conquests were so humane, even the Jurchens had certain destruction and regardless of life when they conquered, let alone the later Manchus with the Ten Days of Yang Zhou slaughtering hundreds of thousands. Although both later turned Chinese in matter and forgot their own language, with little regard to ethnic difference, its still hardly comparible with the Tubo Wei and Liu Han's complete equal treatment, and fusion which attempted to wipe out ethnic differences completely.

I personally think Genghis was most benevolent.
a. He is an excellent listener
b. He gave many chances before moving in.
c. He appointed a member of the conquered people, Yeliu Chu Tsai to be his prime minister. Even agreeing with him to build Karakorum as the future Hub of the empire.
d. He forgave many including his uncle Dalitai who betrayed him several times one time resulting in the death of his only sister.
e. He forgave Jamuqa, despite the many attempts of Jamuqa
to destroy him.
f. He forgave his generals for losing battles, especially Shigi Kutuku . He was the first of few who viewed lost battles as learning experiences rather than acts of incompetence.
g. He took three wives from the tribes that hurt him most:
i. Yisui and Yisugen from the Tatars
ii. Kulan from the Merkits
h. He remembered and repayed heavily people that he owed much to.
And many many more
all this came about because unlike many leaders, he had an unusually tough time in his youth, this hard time galvanized and made him strong , immune to pain, and yet
accomodating, because only through hardship can one understand the true meaning of networking, bonding and friendship.

Most of the Anatolian Greeks and Cilician Armenians prefered Seljkid rule rather than Byzantine and Crusader rules. There were such instances like when the Greeks living on the islands of the Beyehir lake refused to become the subjects of the Byzantine emperor (because they prefered the Seljkids) and like when the Cilician Armenians called the Seljkids to free them from Byzantine/Crusader rule.
