Azerbaijan rules out help for US military action against Iran

Visiting Azerbaijan President Ilham Aliyev made clear on Wednesday that his country would not take part in any possible military operations against Iran. "Azerbajian will not be engaged in any kind of potential operation against Iran," Aliyev said at the Council on Foreign Relations in Washington.
Aliyev is to meet US President George W. Bush on Friday, during which the nuclear stand-off with Iran was expected to be raised.
Aliyev said his country, which is wedged between Russia and Iran, has a bilateral agreement with Tehran that clearly forbids either country from staging aggression against the other from their respective territories.

Am i missing something or what.(personal replies not welcome) because i was under the impression that US doesnt really want to attack Iran, so why is Aliyev publicaly withdrawing his support for such actions when there is no need to do so. Maybe its propoganda to implant fear in the neighbourhood.
